Today, we've received word that the White House is proposing some new rules in an effort to stabilize the public insurance marketplaces. This on the heels of Humana's announcement, that starting next year, they will completely withdraw and will no longer offer plans on public marketplaces. Is this a sign that the current Administration may seek to "plug the holes" rather than move forward with full replacement plans?
